Phoebe Cates married — and is still married to!! — Kevin Kline in 1989, but five years prior she was attending, per Informative Caption “the premiere party for ‘Give My Regards to Broad Street'” with Billy Branigan and they couldn’t have known it at the time but now, lo these many years later, they both look like they fell out of a book called THE 80S!!!!!! 

Billy, FWIW, was Laura “Gloria” Branigan’s brother, and he and Phoebe, I believe, dated for a few years. Per Laura’s Wiki, Billy “was also a musician, [who] played guitar in Branigan’s backing band early in her career and later contributed to her 1993 album Over My Heart as a co-producer, arranger, guitarist, bassist and backing vocalist, in addition to co-writing the track “Over You” with his sister.” Sadly, he recently died. He was a babe, even in that insane tie!

As far as Give My Regards to Broad Street goes, it is a film I’ve NEVER heard of — I thought it was a failed Broadway musical. Wiki explains thusly:

Give My Regards to Broad Street is a 1984 British musical-drama film directed by Peter Webb. It stars Paul McCartney, Bryan Brown and Ringo Starr. The film covers a fictional day in the life of McCartney, who wrote the film for the screen, and McCartney, Starr and Linda McCartney all appeared as themselves. Despite Give My Regards to Broad Street being unsuccessful, both financially and critically, its soundtrack album sold well. The title is a take on George M. Cohan’s song “Give My Regards to Broadway” and refers to London’s Broad Street railway station.”
