Is that perhaps an elastic cuff that we can’t see? It has to be, right? But it sure comes across in photos like she got pants that were too long and decided to “hem” them by tucking them up under themselves, or pinning them in the back. I understand wanting to show off the colorful shoes, and if she did do a home job, well, I suppose everyone has to improvise right now in a lot of areas (like, say, this post).
