This is reportedly a visual link to Rue (Amandla Stenberg) from the first movie. And it's a BIT where the theme breaks down for me, because it's so twee. She is 20 and Rue was 12; I think they could have found a slightly more mature way to evoke it, although the shoes are amazing.

I thought she was Sydney Sweeney for a second. No idea if that's a connection she would welcome. Anyway, I'm grasping at straws with the dress itself – it's a little "Oom Pah Pah" for the context of her movie – but ladybugs (as seen in her hair) appear in Sunrise on the Reaping, both in a nursery rhyme...

... and one context is as mutated ladybug "mutts" in Haymitch's arena, and so she dressed up her "mutt" in ladybugs. It also contextualizes the scarf.

WWD says this just references the outlandish Capitol interview sets. Honestly, I bet they just thought it was cute and sparkly, and more to the point perhaps, available. I can't decide if it's GREAT or just slightly off. Both?
